Job Summary: The Regional Operations Manager will provide overall leadership, support and management of WV Uganda integrated ministry programmes and operations in Karamoja Region in a manner that meets set standards and facilitates the wellbeing of children, households and communities.

 Responsibilities:
1. Leadership and Coordination:
Lead and coordinate integration of programs and operations from different funding steams.
Provide guidance on integration of advocacy and disaster risk reduction in field level development programmes and programme/ project designs and implementation strategies.
Dissemination and support implementation of Partnership and NO strategies, guidelines, initiatives and policies in the region.
Steer the implementation of management decisions/recommendations in the region and programmes/ projects in order to met quality standards, and promote alignment with strategies and standards.
Develop regional human resource development plan, and manage staff development/ growth in order to build a cadre of high performing staff and regional teams.
Support rolling out of partnership and national level initiatives and adaptation of policies/guidelines.
2. Operations Planning and Management:
Provide overall guidance and support to the region and programmes in development of regional Annual Operating Plan, and programme and project designs, annual plans and budgets.
Monitor and guide regional programmes and projects in the implementation of designs and plans, DME processes and budgets.




Map out funding gaps and support preparation and/or review of key funding proposals before they are submitted to the potential support offices and donors.
Lead the development and review of the annual operation plans and budgets of projects and programmes, in line with global, regional and national guidelines.
Support and monitor implementation of projects/programmes are being managed and implemented in a manner that will result in achievement of goals within set time frame and allocated resources.
Ensure scheduled design, monitoring and evaluation processes (assessments, designs, baseline surveys, evaluations, and transformational indicators measurement) are conducted and reports completed and approved.
Integration of child protection in programmes, projects, and other interventions, such as HR/OD, advocacy.
Support integration of all programmes within the regional programmes/ operations.
Actively promote the strengthening of capacity of programme staff..
Ensure Christian Commitments is effectively integrated in end-to-end programming processes (assessments, designs/redesigns, monitoring, evaluation and reflection)
Support the integration and mainstreaming of thematic and sector programmes with programme level programmatic interventions.
Ensure the various grant reports are submitted on time and of good quality.
Support development of mechanisms and guidelines for operationalisation of partnership programmatic initiatives.
Implementation of audit recommendations and prevention of reoccurrence.
3. Financial and Assets Management:
Budgeting – provide support in developing regional annual plans and budgets.
Identify and manage over or under spending in a timely manner.
Financial management - support processes that ensure proper financial management and accountability in line with policy guidelines.
Risk management – conduct pre-operational audits to minimize any risks.
Asset management - management of assets in the programmes in line with policy and set guidelines.
4. Networking and Advocacy:
Build strategic partnerships, networks, coalitions and alliances at the regional level and link it with national level strategic engagements.
Spearhead, coordinate and promote regional level advocacy, lobbying and influencing initiatives.
Document lessons and learning’s from the regional programmes and projects and link with national level advocacy initiatives
5. Child Protection:
Monitor and support operationalisation of child protection and participation strategies, policies and.
Ensure adherence and compliance to child protection policies, standards and protocols.
6. Quality Assurance:
 Quality and timely delivery of assessments, designs and plans by field programmes.
 Quality and timely monthly reports
Quality and timely bi-annual and annual reports

 Qualifications,
The applicant should possess a Bachelor’s degree in any development related field (social sciences, development studies, management, education, agriculture or public health). A Masters degree is an advantage.
Excellent analytical and problem solving skills.

 Skills and Experience:
Good understanding of project/programme design, monitoring and evaluation.
Familiarity with community based programming and development approaches.
Excellent people manager with good team-building skills
Proven record of managing and developing teams of professionals, including those in dispersed/distant locations.
Organization and time management skills in order to manage priorities within own workload, identify deadlines and cope with conflicting demands.
Mature Christian, able to stand above denominational diversities
