People & Culture Specialist - World Vision Uganda

Job Summary: The People & Culture Specialist (Recruitment & International Staffing) will manage overall staff acquisition by providing end-to-end process support to hiring managers and P&C staff, to fill vacancies/ strategically support organizational recruitments and selection processes in a timely manner.

Key Duties
1. Workforce Planning & Needs Assessment:
Develop, build and maintain relationships with managers and People & Culture (P&C) officers in the respective hiring Regional offices/ National Office in order to fill vacancies in a timely manner.
Support hiring managers in assessing internal vacancy requirements/recruiting needs and developing recruitment strategies and plans.
Work with hiring managers to develop job descriptions and announcements, post advertisements in a variety of newspapers, HR networks, etc. including internationally focused sources
 Review and up-date the recruitment policy
Workforce planning and development
Maintain up-dated information knowledge of constantly changing environment in the Uganda marketplace relative to the sourcing and recruitment of qualified professionals.



2. Candidate Sourcing & Screening:
Proactively identify and develop effective sourcing strategies (e.g. networking contacts, system queries/searches, religious institutions, social networking sites, job fairs and any other relevant sourcing channels).Maintain multiple channels and networks to build a deep, diverse, and reliable sourcing pool for World Vision Uganda national hired staffing needs.
Carry out research and database mining to identify possible sources of candidates, (e.g. Recruitment websites)
Develop and maintain active relationships with pipelines of talent for current and future employment opportunities in World Vision Uganda.
Maintain updated information knowledge of the constantly changing environment in the Uganda labor marketplace relative to the sourcing and recruitment of qualified professionals.
Conduct effective screening, interviewing, and assessments for the best candidates for a position match.  (develop tools for competence assessments)
Develop, build and maintain candidate relationships through ongoing communications regarding questions, updates and status during the interview process.

3. Interviewing & Selection:
Provide regular updates to hiring managers on search progress.
Shortlist candidates for assigned positions from own and other  sourcing pools and present candidate short-list to hiring managers
Coordinate background screening (e.g. police, child protection, reference checks, etc.) for own short-listed candidates.
Manage interviews for short-listed candidates with appropriate hiring managers
Capture and manage candidate interview results and selection decisions
Provide feedback to candidates on interview results and selection decisions.

4. Offer, Feedback, Closing & Selling:
Negotiate offer with selected candidate within limits specified by hiring manager and WVU policies.
In collaboration the with the P&C Manager draw up and issue offer letter for selected candidate and ensure employment contracts to be issued upon offer acceptance adhere to World Vision Uganda standards (e.g. templates, compliance with relevant labor laws).
Ensure appropriate orientation/on-boarding support is provided to new hires in collaboration with the P&C Manager.
Ensure new hire paperwork is complete and forwarded to the appropriate office or place according to policy.
Provide up-dates to the payroll office in regard to newly hired staff
5. Coordinate staff in Grants in Non WVU Programming Areas:
Business partnering with Grants line managers in the respective regions
Facilitation of the performance management processes
Coordination with OD of Staff Training and Development for un planned trainings
Management of HR information system for the Grants staff
Coordinates with the benefits office on staff benefits and welfare for region
Management of staff relations for Grants
Monthly reporting for the Grants
Managing employee relations and contracts
Managing staff exits and phase out
6. International staffing issues:
Coordination and management of the international staff recruitment under the guidance of the P&C Director.
In consultation with the P&C Director initiate Personnel Action Form (PAF) paperwork for international staff acceptance.
Coordinate international payroll administration with appropriate Support offices
Manage/coordinate international staff relocation for International staff
Provide support to International HR for managing employee data in personnel files/HR data systems
Conduct/coordinate exit debrief sessions
Support staff and P&C in process of relocating to new assignment (salary & benefits administration changes, logistics, Visa/travel arrangements)
7. Job grading in line with Hay job grading methodology:
Updating the current grading structure
Leading the process of evaluating new jobs
Preparing job evaluation reports.

 Qualifications,
The applicant should possess a Bachelor’s degree in Human Resource Management or equivalent field of study
Three to four years on the job experience in recruitment and/or Human Resources Management is required.
Experience in recruitment especially of professional and technical positions (both national and international applicants).

Skills and Experience:
Proven ability to manage all recruiting processes (applicant sourcing, resume screening, applicant assessment, interview, negotiating contracts) as well strong sourcing and talent management skills.
Ability to be a team player, collaborator, work independently and able to effectively network (over any medium of communication e.g. Internet, phone, face-to-face) across all levels of the organization internally and externally.
Must have strong critical thinking, problem solving, interpersonal and oral/written communication skills with great fluency in both English
Ability to work in a fast-paced environment and timely accomplish multiple tasks simultaneously, pro-actively as well as provide a high-level customer service.
Possess cross-cultural sensitivity, knowledge and ability to work with people of diverse backgrounds.
Demonstrated computer literacy (MS Office Suite: MS Excel, MS Word, MS PowerPoint and databases) with hands on experience in tracking recruitment outcomes/metrics.
Mature Christian, able to stand above denominational diversities
