Job Description
RTI International is seeking Monitoring and Evaluation Specialist candidates for an anticipated USAID-funded project in Uganda. The project will aim to empower communities and strengthen advocacy initiatives that contribute to improvements in health service delivery. The Monitoring and Evaluation Specialist will ensure the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels. This position will be based in Kampala, Uganda.
Responsibilities
Develops Performance Monitoring (PMP) and oversees its implementation and periodic revision.
Develops M&E instrumentation tools for the project as needed (including monitoring data collection forms for program and grantee staff).
Supports and supervises collection and analysis of data for project M&E in accordance with timeframes set in the PMP.
Develops, implements, and monitors the sub-grant awards and performance monitoring plans and systems for gathering, reporting, and analyzing performance data for impact and sustainability of project implementation. Updates and implements M&E framework for integrated delivery of community healthcare.
Leads efforts, design tools and training sessions to develop an inquisitive learning culture within the project team and partners to feed innovations into organizations decision making.
Manages all M&E activities and reporting for the project. Collects and reports on indicators required by USAID.
Supervises M&E, management information systems (MIS) and Knowledge Management/Communications team members to ensure that all program results are included in the PMP and other program documents.
Other duties as assigned by the Chief of Party.
Qualifications
Masters degree public health, demography, sociology, epidemiology, biostatistics, psychology or a related field.
9 years of experience in monitoring, evaluating and research related to public health programs, with at least 3 years of experience with USG programming.
Knowledge in the development and implementation of monitoring and evaluation frameworks and systems required for community development programs are essential.
Knowledge of USAID and PMI reporting indicators preferred;
Demonstrated experience and familiarity with behavioral surveillance surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems in developing countries;
Results-oriented, team player, and with excellent interpersonal skills.
Excellent written and oral communication skills;
