About Chemonics Project:
Chemonics International seeks a Senior Institutional Development Specialist for the USAID/Uganda Feed the Future Enabling Environment for Agriculture Activity based in Kampala. The Activity is a 3 year project that will boost the value of agricultural production and trade. The Activity will accomplish this by helping public and private sector stakeholders to develop, improve, and implement agricultural policies, strategies, laws, regulations, and will stimulate investment, production, and trade, particularly coffee, maize, and beans and but also in agricultural inputs.

Job Summary: The Specialist will help to build capacity within public sector institutions, such as Ministry departments or units, and also private sector organizations, e.g. business associations, to lead and participate in the policymaking process. The Specialist will assess gaps in institutional skills, knowledge, and performance and then design and manage performance improvement plans in collaboration with the partner institutions. The Specialist will also serve as the Activity's gender and youth focal person, ensuring gender and youth issues are embedded in all the Activity's work. The successful candidate will have experience at the national level working with Government decision-makers on policy development and on analyzing and addressing


organizational change to contribute to better policy making. In addition, the candidate will have private sector experience gained while working in business or with private sector associations and possess an understanding of how the policy environment impacts business operations and decision making. The Specialist will have experience advocating for policy change to improve the business environment in Uganda and building capacity of private sector entities to sustainably engage with government.

Key Duties and Responsibilities:
Assessing and evaluating public and private sector institutional performance
Developing organizational development plans for public and private sector institutions
Building capacity of businesses, business associations, and Government of Uganda institutions
Analyzing organizational performance, management, service delivery, and advocacy
Facilitating, organizing, and planning meetings, workshops, symposia, conferences, and trainings courses, as required, that are part of institutional capacity building plans
Interacting with high-level public sector officials and private sector representatives
Motivating and influencing behaviour change among senior public and private sector individuals
Planning and managing targeted activities such as consultancies, research assignments, etc
Mainstreaming gender and youth considerations into institutional development plans

Qualifications, Skills and Experience:
The applicant should possess a bachelor's degree in organizational development, business administration, economics, policy, or related field required. A Master's degree or higher preferred.
The applicant should also possess at least 8-10 years' experience designing and implementing organizational development or institutional strengthening activities at the national level as well as for private businesses.
Five years' experience in the private sector in a leadership role OR minimum 5 years' in the public sector working in or with public institutions related to agriculture or trade.
Proven ability to cultivate and maintain collaborative relationships with stakeholders.
Demonstrated ability to proactively identify and solve problems.
Strong and effective verbal and written English language communication skills.
Ability to work collaboratively and in a team environment, but also independently.
Excellent organizational, prioritization, and multi-tasking skills.
Demonstrated leadership, versatility and integrity
Ugandan citizenship required.
