National Water and Sewerage Corporation (NWSC) a leading organisation in the Water sector in Uganda with a Vision “To be a leading Water Utility in the World.” NWSC is a utility parastatal 100% owned by The Government of Uganda. It was established in 1972 under decree No: 34. The mandate of the Corporation as defined in the National Water & Sewerage Corporation Statute of 1995, Section 5 (1), is to operate and provide water and sewerage services in areas entrusted to it, on a sound, commercial and viable basis. The NWSC operations were initially in three towns of Kampala, Jinja, and Entebbe.
Job Summary: The Senior Manager Information Technology will provide overall vision, leadership and strategic management for the acquisition, development and implementation of Corporation-wide information systems and communications technologies.
Major Roles
Participate in strategic and operational governance processes of the business organization as a member of the senior management team.
Lead IT strategic and operational planning to achieve business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
Develop and maintain an appropriate IT organizational structure that supports the needs of the Corporation.
Establish IT departmental goals, objectives, and operating procedures.
Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development.
Coordinate IT procurements and ensure optimal resource allocation, in line with Corporation Procurement and Disposal Policies.
Assess and communicate risks associated with IT investments.
Develop, track, and control the information technology annual operating and capital budgets.
Develop business case justifications and cost/benefit analyses for IT spending and initiatives.
Ensure continuous delivery and support of IT services through oversight of service level agreements with end users and monitoring of IT systems performance.
Ensure IT system operations adhere to applicable laws and regulations, and Corporation policies.
Direct development and execution of an enterprise-wide disaster recovery and Business continuity plan.
Plan, review and ensure information and systems security
Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
Review hardware and software acquisition and maintenance contracts and pursue master agreements to capitalize on economies of scale.
Assess and make recommendations on the improvement or re-engineering of the IT organization.
Keep current with trends and issues in the IT industry, including current technologies and prices.
Advise, counsel, and educate the Board of Directors and management on their competitive or financial impact.
Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.
Manage IT vendors and service providers and monitor contracts and agreements to ensure that all parties meet their obligations and the Corporations interests are taken care of.
Supervise recruitment, development, retention, organization and performance of all IT staff in accordance with Corporation objectives and Human resources policies.
Provide overall administrative management and leadership of the IT Department
Carry out any other duties as may be assigned by Management and the Board of Directors from time to time.
Qualifications,
The candidate should hold a Bachelors degree in Computer Science or related Information Technology, Information Systems, or Computing fields, a must
Masters degree in Information Technology (or related IT, IS, or Computing fields),
Masters Degree in Business Administration is an added advantage.
Skills & Experience:
Eight or more years of IT experience, with at least 5 years in a management position
Demonstrated experience in managing large IT/IS Projects
Strong business acumen and broader ICT systems know-how.
Experience in working with a large organisation and supervising staff/teams of diverse backgrounds.
Personal Competencies:
Demonstrable leadership skills with strong intellect and vision as well as a proven track record of honesty and integrity,
Ability to set and manage priorities judiciously,
Excellent communication skills and ability to present technical ideas in business-friendly and user-friendly language.
Excellent interpersonal skills.
Strong analytical and problem solving skills
Age: Not more than 40 years.
