Job Information
The MRC/UVRI Uganda Virus Research Unit on AIDS was established following a request in 1988 from the Uganda Government to the British Government for collaboration on the research of HIV (Human Immunodeficiency Virus) infection and AIDS (Acquired Immunodeficiency. The Unit is a center of excellence in HIV/ AIDS related research.
It conducts large-scale epidemiological and intervention studies, clinical trials, virological and immunological research and behavioural studies, clinical trials, virological and immunological research and behavioural studies, and has generated a wealth of research results that have been used to inform policy and practice, and that have led to a large number of scientific publications in peer reviewed journals over time.
The Unit is based at Uganda Virus Research Institute (UVRI) at Entebbe with Field stations at Kampala, Masaka and Kyamulibwa and invites applications from suitably qualified Ugandans to fill position of:
Human Resource and Administration Manager
Job Purpose: To provide an efficient and professional HR and administrative service to meet the requirements of the Unit by providing timely, proactive and professional Human Resource advice and support to Directors, field station Administrators, Managers and employees and to ensure that HR policies and practices are aligned to Unit long-term business strategy.
Roles & Responsibilities:
1. Develop and implement national HR strategies, plans & budgets that support program objectives, and ensure full implementation of defined HR standards & good practices.
2. Ensure that staffing levels remain within budget, monitors/ controls project staff numbers and that project staff leave on time at the end of their projects.
3. Ensure that annual appraisal system is managed and completed on time every year.
4. Ensure effective and efficient staff selection processes (recruiting, screening, interviewing, advertising, reference checking) in alignment with Unit policies and procedures.
5. Provide HR guidance and recommendations for EMB to consider in relation to setting the annual pay rise for LESO staff and also to ensure the MRC Unit remains competitive.
6. Facilitate employee communication, provide employee services and counseling, advise on disciplinary, grievance and conflict resolution procedures, and promote employee wellness and health.
7. Updates and maintains the Staff Code/ Employee Handbook in compliance with the current labour laws and organizational policies and procedures.
8. Establishes and maintain standard administrative and HRM systems to ensure that all employee records are up to date on both the automated HR system and the physical staff records.
9. Updates health insurance records with broker in the UK for emergency evacuation of international staff. Assist in emergency evacuation for health reasons as necessary.
Education, Skills and experience required:
Essential:
• Bachelor’s degree ( Hons) in Management & Administration
• Member of recognized professional personnel institute e.g. Chartered Institute of Personal and Development or equivalent.
• Minimum 5 years’ experience of working as the head of HR in large scale organization of 200+employees.
• Comprehensive and up to date knowledge of current labour laws and practices within Uganda, excellent negotiation and interpersonal skills, able to converse comfortably across all levels of the organization.
• Must possess excellent communication skills in written and oral English, accomplished presenter
Desirable:
• Advanced degree in management & administration and related professional training qualification
• Prior experience of working within a multi-cultural and international organization.
• Previous experience of supervising the training function within an organization
• Experience of using the Navision ERP system.
Terms and conditions:
Successful applicants will serve a 2 year(s) contract with a possibility of renewal inclusive of 6 months probation Other terms and conditions for the post are specified in the MRC staff code. A good salary commensurate with qualifications and experience will be offered to the successful candidate.
Location: The position will be based in Entebbe.
