ACTED has been active in Uganda since May 2007, both in the northern region and Karamoja. In the North, ACTED supports the early recovery process with a specific focus on the needs of returning populations displaced by years of conflict. The Partnership for Supply Chain Management (PFSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President’s Emergency Plan for AIDS Relief. OVERALL RESPONSIBILITIES The Senior Procurement Advisor will lead and provide technical, strategic, and procurement operations support to the USAID Uganda mission. Description of the role:

The Assistant Country Director (ACD) Systems is a key member of the Senior Management Team at a country level, who will support and assist the CD in the overall management and leadership of the country programme. The ACD will assist the building and running of an organisation that can design, implement, monitor, evaluate and report on cost effective interventions of a high quality, consistent with relevant standards and norms. The ACD assists in the strategic planning and management of the country programme, working with programme and project teams and head office staff to define and implement a programme that gives meaning to GOAL’s mission, policies and procedures, within the Ugandan context.

The ACD will be expected to have a good understanding of the overall country programme, and be able to effectively deputise for the CD when s/he is on leave or absent, and to effectively represent the organisation and the country programme to external stakeholders.

The ACD will have responsibility for sections of the country programme including Human Resources and Administration, Logistics and I.T., as well as providing technical support and oversight of Finance. The ACD will have a focus on systems development, documentation and implementation, including working with HR on an effective in-house training programme and with Finance, Logistics and HR on audit systems for GOAL and donor policies. This will include the effective management of the GOAL asset register by facilitating the co-ordination of Logistics and Finance information.

The role of the ACD will be to coordinate and supervise the Logistics Coordinator, HRAC, Financial Controller and IT department and to agree strategic priorities so as to ensure the efficient and effective implementation of GOAL’s programmes in Uganda. The job holder is not expected to manage the Coordinators, their sections or teams on a daily basis, nor to act in their place except for periods of leave or where it is unavoidable.

Key tasks and responsibilities:

General Responsibilities:

• Develop a good understanding of the overall country programme;

• Deputise for the CD when CD is absent;

• Represent GOAL and the country programme, where relevant to external stakeholders;

The studies found that after a hard roof surface for collection, the biggest impediment to collecting substantial quantities of water at the household level was the cost of storage.

Duties and Responsibilities
Participates in the formulation and implementation of communications and outreach strategy focusing on the achievement of the following results:

Background / General description:

(i) support the formulation of a national urban policy and
(ii) the Transformation of Settlement of Urban Poor in Uganda (TSUPU) covering five municipal LGs. A further grant in support of strategic planning in the 14 municipalities (corresponding with USMID) will be awarded by the Cities Alliance from its new operational platform.

Malaria is one of the leading causes of illness, death, and lost economic productivity in sub-Saharan Africa. While the scale-up of malaria control efforts has in many places resulted in significant reductions of malaria morbidity and mortality rates, malaria still claimed an estimated 660,000 lives in 2010. The majority of these deaths were among children under-five and pregnant women[1]. Continuing to reduce the burden of disease will require further increases in access to critical prevention tools, such as insecticide-treated nets, and increasing access to and uptake of high-quality diagnostic tests and treatments. In most sub-Saharan African countries, less than 20%[2] of people with suspected malaria receive a laboratory-confirmed diagnosis and less than 50%[3] of those receiving an antimalarial for uncomplicated malaria use a recommended artemisinin-based combination therapy (ACT)[4].

To achieve the Roll Back Malaria (RBM) Partnership’s[5] goal of near zero-deaths from malaria by 2015, the key barriers that restrict access to recommended diagnostics and treatments for malaria must be overcome. Not only will this dramatically reduce the number of malaria-related deaths in the immediate future, it will also move countries towards elimination of the disease in the long run. The Clinton Health Access Initiative (CHAI) work will focus on activities that achieve the greatest possible impact in terms of reducing malaria mortality and attaining value for money. There is growing consensus that for greater health impact, cost-effective management of malaria, and accurate understanding of true burden – which enables better planning and resource allocation – public health interventions should focus on improving fever case management, including access to both malaria diagnosis and treatment.

To date, CHAI’s work in malaria case management has focused on increasing access to and use of the most effective, quality assured malaria drugs – artemisinin-based combination therapies (ACTs). Since the beginning of 2009, CHAI provided technical assistance to countries participating in the Affordable Medicines Facility-malaria (AMFm), a manufacturer-level subsidy designed to dramatically increase access to ACTs across all sectors where patients seek treatment. During the two-year pilot, prices of ACTs decreased and access increased substantially[6]. In addition to making the most effective treatment for malaria accessible and affordable, CHAI is also working with Ministries of Health across a number of countries to rapidly scale up malaria rapid diagnostic tests (RDTs) to improve health outcomes and achieve greater value-for-money on RDT and ACT investments. CHAI’s efforts include piloting innovative methods to increase access to confirmatory malaria diagnosis to ensure that every person treated for malaria receives a confirmatory diagnosis. These activities include negotiating low prices for RDTs at the global manufacturer level, assessing the feasibility of expanding access to RDTs across all sectors, and testing training and mentorship models to increase use of and adherence to RDTs results. CHAI aims to use this portfolio to influence policy to make diagnostic tools widely available and accepted. Looking forward, CHAI will continue to prioritize high-impact interventions by supporting countries to develop and implement malaria treatment and diagnosis strategies, create robust forecasts for ACTs and RDTs, and gather market intelligence in an effort to build a healthy, sustainable market for ACTs and RDTs.

The KOP started in the 1960’s and has undergone various transformation stages. An internal review of the program undertaken in 2008 recommended a change in approach paving way for a new program design covering the period 2009-2013. This phase of the KOP was funded to the tune of £249,374.69 and commenced operations in July 2009. The projects main target group is people suffering from any form of eye ailment in 2 select regions in Kenya. KOP’s goal is to demonstrate an effective district eye-health approach that is well-aligned into the health systems

The KOP was designed as a demonstration project for quality service delivery for various eye-ailments. This evaluation is therefore intended to draw what, if anything, has worked/not work in the demonstration. The evaluators will be guided by specific evaluation questions from the Sightsavers Program Evaluation Criteria, to which the evaluator(s)/team is expected to conform.

The evaluation is expected to take place between: October 2013 and November 2013, with field work/data collection commencing no later than 4 November. The final report should be available no later than 29 November 2013.

The lead evaluator should have as a minimum the following core competencies: an advanced degree in public health coupled with at least 5 years of practical experience, possess demonstrable skills in Strategic Planning, Project Design & Management including Monitoring and Evaluation. In addition, the lead consultant should be well-versed with institutional and project delivery assessment, organisational development and capacity building.

Comprehensive understanding of public health policy (national and global) and demonstrate good understanding of health systems strengthening and financing in developing countries will be an advantage. He/she should have practical experience of conducting medium to large scale evaluations.
